When a Company's OSS Account Can Be Blocked: Main Causes and How to Avoid It

The OSS-RBA system does not exist on its own: it is linked to the legal entity register, the tax office, and BKPM investment reporting. Because of this integration, a problem in one of the "upstream" systems can automatically block or suspend processes in OSS. Let us look at the four main causes, what happens in each case, and how to restore access.

The PT's Annual Report Has Not Been Filed with the AHU Register

The director must submit the annual report for approval by the general meeting of members within 6 months after the end of the financial year. The approved report is filed with the Ministry through the SABH system within 30 days of the date of the notarial deed.

If the deadline is missed, a written warning comes first, through a notice in SABH or by email. If the obligation is not met within 30 days of the warning, access to SABH is blocked. While access is closed, in practice no changes to the articles of association, company data, or the composition of directors and commissioners go through. Unblocking is arranged by application to the Director General through SABH, with supporting documents attached.

Mandatory filing of the annual report through SABH was introduced on 1 June 2026, and the application of sanctions, according to the AHU authority's announcement, begins in November 2026. This is an administrative schedule from the announcement, not calendar dates in the text of the regulation.

The Beneficial Owner (BO) Report Has Not Been Updated

Every company must update its beneficial owner data annually. Violations carry a warning, inclusion in a "blacklist" (an electronic notice on the AHU authority's website), and blocking of access to AHU Online.

Since the AHU register is integrated with OSS, in practice a block on AHU also makes OSS unavailable. The beneficial owner report is filed through the bo.ahu.go.id portal, while the unblocking itself is arranged through a separate application to the Director General.

A Problem with NPWP, the Tax Return (SPT), or an Invalid KSWP

Before issuing permits, OSS checks the KSWP, the confirmation of taxpayer status. An "invalid" status is assigned for two reasons:

  • The taxpayer's name and NPWP do not match the tax office's records (for example, the NIK is not matched, or the NPWP has not been updated to 16 digits).

  • Annual tax returns (SPT) for the last 2 tax years have not been filed.

A "valid" status is assigned only when both conditions are met.

As long as the KSWP is invalid, an OSS application is not processed further. A company's NPWP may be given "inactive" status if returns have not been filed for 2 years in a row.

Restoration: file the overdue returns and match the NIK with the NPWP in Coretax. There is no official reactivation deadline; it usually takes a few business days.

The Investment Realization Report (LKPM) Has Not Been Filed

All companies must file LKPM after obtaining a NIB, for each type of activity and each location. The frequency depends not on the company's form but on the scale of the business, which at registration is determined by the amount of capital (excluding land and buildings):

  • micro (capital up to 1 billion rupiah): no LKPM filing (exempt; activities on budget financing are also exempt);

  • small (over 1 up to 5 billion): twice a year, by 15 July and by 15 January;

  • medium (over 5 up to 10 billion) and large (over 10 billion): quarterly, by 15 April, July, October, and January.

How this applies to company types:

  • PT PMA (foreign investment): because of the mandatory investment threshold of over 10 billion rupiah, it always falls into the large scale, so it files LKPM quarterly. The micro exemption does not apply to it.

  • PT Perseorangan (an individual company, for Indonesian citizens only): set up for micro and small businesses. At the micro scale no LKPM is filed; at the small scale, twice a year.

  • Ordinary local companies (PT / CV, PMDN): according to their capital scale. Micro is exempt, small is twice a year, medium and large are quarterly.

Sanctions apply if LKPM is not filed for 2 periods in a row, or is filed without any increase in investment realization for 4 periods in a row. Next come a warning (first, second, third), a temporary suspension of activities with an administrative fine, and, as a last resort, revocation of the permit (PB). Each sanction is annulled if LKPM is filed for the next period, and at the fine stage, once the fine is paid.

What to Do

  • Keep a calendar of three filings: the PT annual report to AHU, the annual update of beneficial owner data, and LKPM.

  • Keep the NPWP current (16 digits, matched NIK) and file returns on time. This directly affects access to OSS.

  • If a block occurs, do not delay: the longer the account stays closed, the more processes come to a halt.
