Indonesia's transition to KBLI 2025: what business owners need to know before June 18, 2026

Indonesia is updating its classification of business activities. Here's what it means for PMA companies and other forms of business - and what to do right now.
In 2026, Indonesia is completing the transition from the current classification of business activities, KBLI 2020, to the new version, KBLI 2025. According to a joint document by BKPM, the Ministry of Justice (AHU), and the Central Statistics Agency (BPS), the full migration of the OSS and AHU systems to the new code structure must be completed by June 18, 2026.
For most companies the transition will be automatic - but not for everyone. In this article, we explain who needs to pay attention now, and in which cases additional steps will be required.
What's important to understand right now
During the current transition period:
All previously issued licenses and permits remain valid. NIB, business licenses, sectoral permits - everything issued before the transition began stays in force. Mass re-registration of documents is not required.
OSS and AHU work with both old and new codes at the same time. New company registrations, document renewals, and ongoing operations continue as usual - no pause needed.
BPS has already published an official code mapping table, where you can see exactly how your current KBLI will be "translated" into the new system.
Three transition scenarios
When matching old and new codes, three outcomes are possible.
1. One-to-one. The old code is simply replaced with a new one, without changing the nature of the activity. In many cases, the system updates the code automatically, without any client action.
2. Many-to-one. Several old codes merge into a single new one. Usually also handled automatically and doesn't require additional steps.
3. One-to-many. This is the most important scenario, especially for PMA companies. One old code splits into several new, more narrowly defined codes - and this is where complications may arise.
Why "one-to-many" is critical for PMA
For PMA companies, a minimum investment requirement applies per KBLI code and per business location.
If your single old code splits into several new ones, formally this may mean you'll need to demonstrate the required investment for each new code separately. Since there is no established practice yet for applying the new rules, this matter requires case-by-case review.
An additional nuance: the description of business activities in your company's articles of association may turn out to be too general to directly match the new, more detailed codes. In that case, automatic updating may not work, and the company may potentially need to amend its articles of association.
What to do right now
Review your company's KBLI codes - identify which ones you currently hold and whether any fall into the "one-to-many" category.
Check the codes against your actual operations. Companies often expand their activities over time, and the codes on file may no longer reflect reality. This is a good moment to bring documents in line.
If you have a PMA - pay attention to investment requirements. When a code splits, you may need to adjust your investment structure or volume.
Don't take unnecessary action if your scenario is "one-to-one" or "many-to-one." In most cases the update will happen automatically.
What remains unclear
At this point, the authorities have not announced the exact date of the full technical migration of OSS to the new code system. We only know that the transition must be completed by June 18, 2026. As soon as additional technical details or official clarifications are released, we will update this article.
