The Bali customs declaration in 2026: now part of All Indonesia

Before you fly to Bali, you have to fill in All Indonesia — the single electronic arrival card for visiting Indonesia. One form collects the data for immigration, customs, health and quarantine services at once. The electronic customs declaration (e-CD) used to be submitted separately, on the website of the Indonesian customs service Bea Cukai. Now, if you arrive by air or by sea, it is part of All Indonesia.
All Indonesia has been mandatory for everyone arriving in Indonesia from abroad since 1 October 2025. Ngurah Rai airport in Bali introduced it earlier, on 1 September 2025. The aim is to make arrival paperless and to cut the time spent on document checks at airports.
Below is a step-by-step guide to what you enter and how to avoid mistakes. Check the address of the page: the official form exists only at allindonesia.imigrasi.go.id and in the All Indonesia app.
What All Indonesia is, and where the customs declaration fits in
All Indonesia is the official digital platform of the Indonesian government. It has replaced several forms that used to be filled in separately: the immigration arrival card, the health declaration and the e-CD customs declaration. The customs part is now the Customs Declaration section inside the form. Once you submit it, the system issues a QR code. It is scanned at the checkpoint at your airport or port of arrival.
A correctly completed form speeds up passport control and helps you avoid delays at the border.
Does everyone need a customs declaration to enter Bali
Yes. The All Indonesia form, together with the Customs Declaration block, is filled in by every foreign traveller arriving in Bali on an international flight. You do not need to fill in a separate e-CD form at ecd.beacukai.go.id when you fly to Bali: that form now only covers entry to Indonesia by land and some declarations when leaving the country.
How far in advance you can fill in All Indonesia
You can fill in the form no earlier than 3 days before arrival — by then you know your flight and your accommodation. The form is available in several languages, including English.
If you did not manage to do it in advance, you can also fill it in after landing. But after a long flight it is easier to arrive with the QR code already done.
How to fill in the Bali customs declaration in All Indonesia — step by step
You can fill in the form on the official website allindonesia.imigrasi.go.id or through the All Indonesia app, which you can download from the App Store or Google Play.
Before you start, have these ready:
your passport;
your ticket and flight number;
your entry and exit dates for Indonesia;
the address of the first hotel, villa or other place you will stay;
your visa, KITAS or KITAP number, if the document has already been issued.
On the home page, a foreign traveller selects Foreign Visitor.
Step 1. Personal Information
The first section covers passport and contact details. You can type them in by hand or use the Scan MRZ button and scan the machine-readable zone at the bottom of your passport page. The system then fills in some of the fields for you. After scanning, always check the information: your first and last name, passport number, date of birth and expiry date.
The form asks for:
the country that issued the passport;
first and last name;
date and place of birth;
sex;
passport number;
passport expiry date;
phone number;
e-mail.
Fill in All Indonesia using the same passport you travel on and apply for your visa with.
If you are travelling as a family or a couple, you can add the others with the Add Traveller button. There is no need to go through the whole form again on every phone.
Step 2. Travel Details
Here you enter your entry date and your planned exit date for Indonesia. Take care with the arrival date — it is easy to get it wrong because of the time difference, especially on overnight flights.
If your visa, KITAS or KITAP has already been issued, you can enter the document number here too.
Step 3. Mode of Transportation & Address
If you are arriving by plane, choose AIR in the transport section. For an ordinary tourist trip, HOLIDAY / SIGHTSEEING / LEISURE fits in Purpose of Travel, and the place of arrival in Bali is NGURAH RAI AIRPORT.
Next, enter the flight type, the airline and the number of the flight you arrive in Indonesia on. If you have a connection, enter the last international flight.
For example, if your route is London → Dubai → Bali, the flight you enter in All Indonesia is Dubai → Bali.
After that, enter the type of accommodation and the address. If you change several hotels or villas during your holiday, the first place you stay after arrival is enough.
Step 4. Declaration
The last part of All Indonesia brings together three different blocks: Health Declaration, Quarantine Declaration and Customs Declaration.
In the Health Declaration you answer questions about how you feel: whether you have a fever, a cough, a runny nose, a sore throat, difficulty breathing or any of the other symptoms listed in the form. The system also asks which countries you have visited in the last 21 days.
The Quarantine Declaration covers animals, plants and products subject to quarantine control. That can be seeds, seedlings, fruit, vegetables and goods of animal or plant origin. Some of them require extra documents.
The last block is the Customs Declaration, the electronic customs declaration that used to be filled in separately as the e-CD. Here you state how many pieces of baggage you have and which items you need to declare to customs.
The Bali customs declaration: what you have to declare
Your own belongings in normal travel quantities — clothes, shoes, personal items — do not have to be listed separately.
You do have to state in the Customs Declaration:
personal goods bought abroad, if their value exceeds the duty-free allowance of USD 500 per person per arrival;
cash and other payment instruments from IDR 100 million, or the equivalent in another currency;
alcohol above the duty-free allowance;
cigarettes, cigars and other tobacco products above the allowance;
goods that are not for personal use, or commercial quantities;
goods that are prohibited or restricted on import;
phones, tablets and other devices that require IMEI registration.
An adult passenger may bring in duty-free up to 1 litre of alcohol, and tobacco: up to 200 cigarettes, or 25 cigars, or 100 grams of tobacco. For alcohol, the customs rules state an age of 21 and over. Anything above the allowance is destroyed on the spot by customs. If personal items bought abroad are worth more than USD 500, duty and taxes are charged only on the amount above that. If you are not sure whether a particular item has to be declared, it is better to put it in the form. Answering "Yes" does not in itself mean you will have to pay: duty is charged when the allowance is exceeded or for commercial goods, and the decision is made by the customs officer.
Phones and tablets are a separate question. If you are in Indonesia for less than 90 days, you do not need to register the IMEI at customs: you can use roaming or buy a local tourist SIM card, which works for up to 90 days. If a device bought abroad will be used with an Indonesian SIM card for longer, tell the customs officer in the arrivals area.
The QR code — what to do after filling in All Indonesia
When everything is entered, check the form, confirm that the information is correct and press Submit. After submitting you receive a QR code, and you can save the arrival card with the Download Arrival Card button. Keep it on your phone or take a screenshot, so that the code is available without internet.
You show the QR code at the checkpoint after arrival. You do not have to print it.
If you are travelling as a family or a group, you can add your companions to one submission through Add Traveller. Stay together until everyone has cleared the checkpoint, and keep the QR codes of everyone you added.
Common mistakes in All Indonesia and the electronic customs declaration
The form itself is fairly simple, but some fields are easy to get wrong.
Most often travellers:
enter the departure date instead of the actual arrival date;
with a connection, enter the first flight of the route instead of the flight that arrives in Indonesia;
do not check the data after Scan MRZ;
make a mistake in the passport number;
try to list every hotel instead of the first place they stay;
answer "No" to every Customs Declaration question automatically, without checking their baggage.
If you spot a mistake before submitting the form, simply correct it. If the form has already been submitted, the data can still be changed before the trip: find it through Retrieve Arrival Card and press Change Data. If you cannot correct it, tell the officer at the checkpoint. That matters in particular if the error concerns your passport or goods that have to be declared.
You cannot pass border control without a completed All Indonesia: if you did not do it in advance, you will have to fill the form in at the airport. And for undeclared cash from IDR 100 million, customs will issue a fine of 10% of the whole amount, but no more than IDR 300 million. If you declare less than you are carrying, the fine is calculated on the difference.

Do you have to pay for All Indonesia?
No. The official All Indonesia form is free to fill in. If a site asks you to pay for the arrival card itself or for the QR code, check the address of the page.
Do you need a paper copy of All Indonesia?
No. The QR code on your phone is enough. To be safe, save it as a screenshot before the trip.
Do you have to fill in a separate customs declaration to enter Bali?
No. The Customs Declaration is already part of the All Indonesia form and is filled in together with the other sections of the arrival card. There used to be a separate e-CD form on the Bea Cukai website, but for arrivals by air and by sea it has been replaced by All Indonesia.
What should you do if you filled in All Indonesia incorrectly?
If you find the mistake before submitting, correct the data in the form itself. If the form has already been submitted, the data can be changed before the trip through Change Data. If that does not work, tell the officer at the airport about the mistake. Do not leave it unattended if it concerns passport details or declared goods.
What else do you need to arrange before a trip to Bali?
