For the hotel business in Bali, company registration alone is not enough. Depending on the property's characteristics, the government system determines the risk level and the list of required permits. Medium-high risk hotels need a Sertifikat Standar Usaha Pariwisata — a certificate confirming compliance with tourism business standards.

The certificate confirms that the hotel meets the established requirements. Before it is issued, representatives of the relevant authority conduct an on-site inspection at the property.

Getting the certificate is not just about filling out an application in the government system. Before submitting it, you need to check whether the permit documentation matches the hotel's actual operations, prepare the documents, and make sure the property itself is ready for inspection.

In practice, this is often the stage where discrepancies surface that were not noticeable during the hotel's normal operation. For example, the business activity code in the government system may not match the current activity, the company data may differ from the actual facts, and some documents may need to be updated.

As a result, the application cannot simply be submitted "as is." The entire permit side has to be put in order first.

This is exactly the situation the management company of a four-star hotel in Bali recently brought to us. The hotel was already operating, but it did not have a standard certificate. For hotels classified as medium-high risk, business registration alone is not enough — certification and an on-site inspection are also required.

The absence of a certificate can become a problem beyond inspections alone. Discrepancies in a hotel's permit documentation can surface when applying for or renewing other permits, when working with booking platforms, and can complicate the business further down the line.

Before submitting the application, we carried out a full review of the permit documentation and found several issues that needed to be corrected. The activity code in the system turned out to be outdated. In addition, the address in the founding documents did not match the property's actual address.

If these documents had been submitted for certification right away, the discrepancies would have had to be resolved mid-process. So we first brought the documents in line with the hotel's actual operations, and only then moved on to obtaining the certificate.

Reviewing the permit documentation

At the first stage, we checked the company's data and its permit profile in the government systems. During the review, we found several discrepancies.

The first one concerned the activity code. The system listed an outdated code that needed to be brought in line with the hotel's actual operations.

We then checked the PKKPR — documents related to compliance with land use.

A separate issue turned up with the address. The address in the company's founding documents differed from the property's actual address. The client first made changes in the legal entity registry, and only after that did we continue preparing for certification.

It is important to find and correct such discrepancies before submitting the application. An incorrect code or an address mismatch can send an entrepreneur back several steps and significantly extend the processing time.

What documents are needed for certification

Once the company's basic data had been put in order, we moved on to preparing the documents for the standard certificate.

The list of documents can vary depending on the specific property, but in this case the following were required:

  • a permit related to the construction of the property;

  • environmental documents;

  • sanitary fitness certificate;

  • documents on employee registration in the social security system;

  • an application for verification;

  • a self-assessment questionnaire on the property's readiness to meet the standard's requirements.

We also reviewed the completed questionnaire and returned it to the client with specific comments on what information needed to be added and which documents were missing.

Special attention had to be paid to photographs of the property. Photo documentation may seem like a simple part of the package, but missing photos or photos that do not meet the requirements are often exactly what delays the preparation of the application.

How to prepare for the on-site inspection

Once the documents are ready, the application for the standard certificate is submitted through the government system. But the work does not end there.

After the application is submitted, an on-site inspection of the hotel takes place. Representatives of the Tourism Office visit the property and check whether it meets the standard's requirements. Both the hotel itself and its documents need to be prepared for the inspectors' visit.

Before the inspection, we explained to the client in advance:

  • which documents to gather in one folder;

  • what needs to be ready directly on site;

  • what materials the inspectors might need;

  • who should meet the inspection team;

  • how the hotel should organize the inspection process on its side.

In this case, the inspection by the Bali Provincial Tourism Office was completed in a single visit.

After the inspection, we continued to support the process through to final approval, after which we handed the client the finished certificate.

Six weeks passed from payment to receiving the finished certificate. About two of them were needed by the client to gather documents on their side.

What hotel owners should check right now

If a hotel, villa, or guesthouse is already operating but the standard certificate has not yet been obtained, it is better to start not with submitting the application, but with a review of the business's current status.

The first things worth checking are:

  • Business activity code. Does it match what the property actually does now? This is especially important to check after changes to the KBLI classification. For example, the current KBLI 2025 classification provides a separate code for four-star hotels — 55102 (Aktivitas Hotel Bintang Empat). After changes to the classification, old codes may no longer match the business's actual operations.

  • Risk level. It determines which permits and procedures are mandatory specifically for your property.

  • PKKPR and other basic permits. The documents must match the actual property and the type of activity.

  • Address. The company's legal documents, the government systems, and the hotel's actual address must all be consistent with one another.

  • Documents for the property. Construction permits, environmental and sanitary documents, and any other documents required for the specific business category must all be in order.

  • Readiness of the hotel itself. Certification is not only about paperwork. The inspection assesses whether the property meets the established standards, so it is worth checking the infrastructure, staff, work organization, and internal procedures in advance.
