Halal Certification in Indonesia: Regulations, Deadlines, and Costs for Businesses

Halal certification is the process of obtaining an official document that confirms the compliance of a product or service with Islamic norms (Sharia) and the requirements of Indonesian law.
The certificate is required for any business involved in the production and sale of food products. The rules apply to both local and foreign PT PMA companies.
Who issues the certificate and on what grounds
The certificate is issued by the Halal Product Assurance Agency — BPJPH (Badan Penyelenggara Jaminan Produk Halal). The organization operates under the government of Indonesia.
The procedure is regulated by two legal acts:
Government Regulation No. 42 of 2024
Regulation of the Head of BPJPH No. 22 of 2024.
Validity of the certificate
The halal certificate is valid indefinitely, provided that the following are maintained:
ingredient composition;
production technology;
product range.
In case of changes, the data needs to be updated.
Stages of obtaining a halal certificate
The process consists of seven stages:
Document preparation
Data verification
Application submission through SIHALAL
Payment of registration fee
Audit or inspection by LPH
Fatwa session (consideration of results by the Fatwa Council)
Certificate issuance
Advance payment is required.
Cost of halal certification for PT PMA
The price consists of several parts.
LPH — private laboratory
LPH conducts audits and document verification.
Example: LPPOM Bali charges about 5,000,000 IDR.
BLU — government fee
The fee includes certification and inspection. The amount includes the auditor's accommodation.
The amount is set by regulation No. 22/2024.
Laboratory analyses
Analyses are conducted as necessary. Meat, fats, and gelatin are more frequently tested.
The average cost is about 5,000,000 IDR.
Total
For small and medium businesses, the price ranges from 9 to 25 million IDR.
The amount includes all fees and analyses.
The price depends on:

number of items
composition of ingredients
region of operation.
What is needed for halal certification?
1. Company documents
NIB — business registration number
Business license, if not included in NIB
NPWP — tax number
Articles of association or establishment agreement (if requested for verification)
Sertifikat Laik Sehat, if available
2. Product information
product list
list of ingredients (raw materials, additives, auxiliary materials)
suppliers and their halal certificates (if available)

3. Appointed Halal Supervisor (Penyelia Halal)
This is an internal halal process controller who must be a Muslim.
List of documents for them:
KTP — identity card
education diploma
order of appointment as a halal inspector
training completion certificate
resume.
4. SJPH Manual
The SJPH Manual is the internal standard of halal procedures. The document describes control at all stages.
SJPH includes:
company commitments
flow of raw materials and supplies
staff responsibilities
procurement and production rules
cleaning and labeling procedures
actions in case of contamination risk
internal control system

5. Application and registration form

Processing time
The procedure takes about 4 weeks. The timeline starts from the submission of the complete package.
In case of delays, the application is transferred to another agency. This concerns accredited LPH laboratories.
Additional requirements for restaurants
For restaurants, the following are additionally checked:
number of kitchens and outlets
presence of a meat storage or warehouse
menu
ingredient purchases for the last month
laboratory tests, if necessary.
Requirements for finished products
If the shelf life of the product exceeds 7 days, BPOM registration is required.
BPOM (Badan Pengawas Obat dan Makanan) is the Indonesian National Agency for Drug and Food Control.
If the shelf life of the product is less than 7 days, BPOM registration is not required.
Halal Inspector
The halal inspector must be a Muslim. Religion is confirmed by KTP and an education diploma.
The inspector can be a company employee, but for work in medium and large businesses, they need to undergo mandatory training and receive a certificate confirming their competence.
Before their appointment, hiring an external specialist is permissible. Such specialists are provided by LPPOM.
